Reforms in the Uzbek notariat

All notary offices are to be converted from public to private in stages, beginning January 1, 2020, as follows:

  • Registration of private notary offices with the justice authorities;
  • Issuance of licenses to notaries for the right to carry out notarial activities.

Next, it is planned to simplify the registration of property transactions. Firstly, with the pledge or alienation of housing, or providing it for rent is proposed to cancel the receipt:

  • Consent of the persons registered there who are not owners;
  • Consent of all adult family members of the privatized housing;
  • Permission of the local Khokimiyat for alienation of unfinished housing.

It is also planned to cancel the notarization of some transactions, such as:

- Power of attorney for the right to use a vehicle for close family members of the owner.

The range of functions of the notary will expand:

  • pre-trial provision of evidence in civil legal relations;
  • Acting as a mediator in civil law relations

Certain notarial acts online with the help of EDS, such as:

execution of certain transactions not involving the alienation of property
Registration of applications (for registration of residence permits, for exporting minors abroad, etc.)
